Islington Town Hall

Islington Town Hall is the civic heart of the borough, an iconic Grade II listed building that is home to numerous council departments. As well as the historic Town Hall Chamber where the council holds many meetings, the building’s public-facing facilities include ceremony rooms and offices where residents can register births, marriages, civil partnerships and deaths. Citizenship ceremonies, Mayoral engagements and other official council business are also undertaken there.

In June 2017, forming part of their wider commitment to get ahead of their target to reduce carbon emissions in the borough by 40% by 2020 and in turn, make energy both cheaper and greener for local people, Islington Council budgeted £120,000 to upgrade the lighting in Islington Town Hall.

Islington Council are notably the first to sign the Lighten Up Pledge, a pledge founded by 10:10 Climate Action and supported by thousands, committed to switching street lights to low energy LEDs, cutting carbon and saving money. The borough recently switched all 11,350 of its street lights to more environmentally friendly LEDs, projected to save a staggering £400,000 per year.

In conjunction with this effort, the council sought to implement LED lighting with integrated energy efficient lighting controls into their town hall with an aim to reduce their energy consumption and achieve a similarly cost-effective running of the building long term. This decision aptly reflects their ardent dedication to the everyday running and tackling of public issues and consideration for their invaluable staff, by pro-actively ensuring their very own building plays a part toward lowering these emissions, while simultaneously establishing a more pleasant and constructive environment in which their hard work can be carried out. The long-term savings will free up council resources to deliver vital services.

THE SOLUTION

Islington Council allocated a total of £100,000 for the LED equipment with a project budget of £165,000. Their award criteria covered design, supply, controls, installation, commissioning and after care. The council recognised Dextra Group as a leading manufacturer of energy-efficient lighting in the UK and were inspired by both the extensive range of energy efficient LED products at our disposal and our commitment to a sustainable process throughout, using our energy efficient transport fleet to minimise carbon miles and quickly and safely recycle their old fittings and electrical waste in accordance with WEEE regulations.

Following a competitive open tender, awarded to the highest scoring quotation based on an evaluation ratio of Quality, Design, Supply, Controls and after care, we were selected for a further interview process during which we had to demonstrate products and provide a full company background, before being notified that we were successful. Dextra Lighting lead this full team project and we worked diligently with the client before, during and post-contract, deploying our subsidiaries, Dextra Lighting, Dexeco, Dexsor and Dexreco.

The main design aim was to improve the lighting quality while significantly improving energy efficiency. The majority of the Town Hall’s old fittings were extremely dated, using T8 fluorescent technology, which is vastly energy inefficient and substantially more costly to run. Calculations predicted a 70% energy saving simply by switching to Dextra Lighting LED products with Dexsor lighting controls. These lighting products use exclusively Philips, Tridonic and Osram drivers which provide a 50,000 hour life with optimal circuit efficiency, thermal and voltage protection. Tailoring our customised circuit designs to the needs of the application, we could ensure optimal efficacy and lumen maintenance. This was a like for like replacement project, so although the luminaire type was carefully selected from each location, luminaire locations were generally not changed from the existing locations.

To increase energy savings even further, we also opted to install the innovative wireless Philips easy air system, an innovative infrared system which provides an integral sensor per luminaire with both infrared and wireless connectivity, allowing for flexible, efficient lighting control, energy monitoring and motion sensor control which can be commissioned via an intuitive mobile phone app to respond to both daylight and motion in the most effective way possible. This makes it an ideal, cost-effective solution for providing adequate lighting for any space being occupied while saving energy and thus, further costs, by preventing energy expended in areas not being used.

Capitalising even further on energy savings in addition to convenience for the client, we ensured all the old light fittings were quickly and efficiently removed according to WEEE regulations, by our in house recycling division Dexreco. Using their liveried fleet of vehicles equipped with Manitous for self-loading, Dexreco transported the no longer needed luminaires via ‘backload’, a process which is able to effectively halve the amount of carbon pollution caused by the transportation and disposal of luminaires.

Through selecting high quality products featuring the latest LED technology, this new installation would remove the frequent lamp changes required for conventional fluorescent alternatives, thus keeping the maintenance necessary to a minimum.

Our Dextra extended warranty, a 5 year warranty, following on from the standard 12 month warranty supplied with all Dextra products, was offered to ensure optimal after care. This comprises labour and parts for the first 3 years and free of charge components for the final 2 years.
